That is a little bit different, since Frankenstein is capable of more than just walking. He has more human-like qualities and capabilities, making him more scientific.
This video was amazing, but the idea that Jansen thinks the PVC pipe creatures are his "offspring" and that he will "live on after he dies on the beaches" is crazy. His concept and design is amazing, but the "creatures" are still just PVC. He even goes so far as to compare his creation to that of God. I don't see how you could compare the two; obviously making a PVC "creature" walk is difficult, but not nearly as hard as creating the world (if that is what you believe).
As far as whether he is an artist or a scientist, I would consider his work art. That is, to be classified as science I believe it should serve some true scientific purpose. All these creations do is walk along the beach, so I don't believe the should be classified as science. I think his creations are comparable to the art pieces which come out of shop classes, etc.
