I'm sorry but I'm not actually familiar with either OPML files or Netvibes. The file is actually an XML feed. Specifically it's an ATOM feed.
It sounds like you have an application installed on your computer that thinks it understands this file but does not. You'll want to view this file in plain text with either a text editor or your web browser's view source feature to find the information that you're after.
